  • John Cahill presented Minor Subdivision application to create 2 parcels from an 83.18-acre property located on Black Bridge Rd, 182.-1-22.

  • Wants to make parcel 1 and 1a together and parcel 2 on its own.

  • Robert Bellinger asked if board or public had any comments. One comment.

  • He has a partnership and each partner is going to take each lot.

PB-242: Special Use Permit –– Dana Gentile –– 305 Wire Road

  • Motion to open the public hearing for application PB-239 was made by Craig Dombrowski, 2nd by Rebecca Harcleroad. All in favor. Motion approved.

  • Public hearing opened at 19:17.

  • Dana Gentile presented a request for a Special Use Permit for seasonal farm camp and children’s workshops at 305 Wire Road, 159.-1-1.3.

  • Robert Bellinger commented on the letter from the DOH confirming approval. The DOH is acceptable that they can do this because it did not meet the requirements for having a permit.

  • Robert Bellinger asked about any public comment.

  • Peter Kreig asked why they were here since they were turned down previously. Attorney Howard clarified that they went to the ZBA for interpretation. Peter Kreig opposes this project.

  • Dana Gentile said she does close down during inclement weather.

  • Andrew Garner-Woertzel lives down the road. He said he would send his kids there, they are just too old now. All of his dealings with the applicant have been great and no objections.

  • Rebecca Harcleroad asked about the plans. It’s 3 hours a day, from 8:30-11:30. Total of 6 hours per week.

  • DG commented that they have a large white building, in which if a severe weather event occurred, they could use that.

  • George Weidler asked about the number of children. ~20 children.

  • Staff came in to support Dana as well..

PB-221: Site Plan Approval –– Charles L. Robinson –– 665 County Route 2

  • Charles Robinson returned to present updates to his Site Plan Review application for construction of a 2,880 square foot private vehicle storage barn at 665 Columbia County Route 19 (Tax Parcel #201.-1-36).

  • Charles Robinson pointed out the new proposal for access to the property.

  • Charles Robinson met w/ FC Jahns at the site to review the private driveway and acceptable turning radius etc.

  • All radii exceed all requirements.

  • Robert Bellinger asked public hearing is required. Attorney Howard said no, since it’s only for Site Plan Review and it’s considered a “Private Garage”, not an accessory structure.

  • Motion to waive public hearing was made by Rebecca Harcleroad, 2nd by Stephen Thibeault.

PB-241: Site Plan Approval –– Dames Outpost –– 3231 US 9

  • Sheamus Quigley returned to present updates for a Site Plan Review application for a antique/vintage retail shop at 3231 Route 9, 151.-1-30.3.

  • Robert Bellinger asked if the building would be done in the future. Sheamus Quigley said no, it’s not something they plan to do.

  • Michelle Mormile asked about a letter from the NYSDOT. The permit is in process.

  • Robert Bellinger asked about the opening. 28'-35'

  • Robert Bellinger asked if it would be black topped. He would like to see it paved.

  • Comments from the public were made. Sheamus Quigley asked to put in the minutes that this is not a public hearing.

  • Robert Bellinger said at least the apron should be paved. Sheamus Quigley is working with his engineer and will abide what they determine with NYS DOT.

  • Robert Bellinger asked about power poles and the easement. Sheamus pointed out on the plan where utility poles are.

  • John Ross commented that he thought that it had to be paved a certain amount of feet in.

  • Michelle Mormile said you should a letter prepared from NYS DOT to indicate what needs to be paved, if at all.

  • Attorney Howard agreed, that would be wise to get that done.

  • Attorney Howard provided the review letter from CCPB.

  • County planning reviewed the project as a local action, recommending verification of water/wastewater system adequacy and noting potential wetland permits and a fence encroachment in the Route 9 right-of-way.

  • The board requires a licensed professional to attest to the septic system's capacity and condition. The applicant stated the bathrooms are for private/staff use only.

  • Motion to set a public hearing was made by Craig Dombrowski, 2nd by Stephen Thibeault.

  • All in favor. Motion approved.

  • Public hearing will be set for Jul 1, 2026.

  • Applicant will notify abutting neighbors and return.


PB-240: Special Use Permit –– Frederick W Kelly Jr –– 352 SR 82

  • Fred Kelly presented a Special Use Application for a proposed outdoor BBQ restaurant with takeout service and one-bedroom apartment at 352 State Route 82, 151.-1-43.

  • The owner presented plans for an outdoor barbecue operation, including a open barbecue pit under a pavilion, outdoor-only dining with picnic tables, and portable toilets.

  • Fred had a paper map with a legend provided to the board members.

    • He discussed each item on the site plan.

    • He plans on only bottled drinks. Well water will be for only the apartment and for washing cookware related to the restaurant.

  • Robert Bellinger would like to have DOH review the plan. Michelle Mormile said you would need DOH involvement because food prep.

  • Robert Bellinger asked if apartment would have washer/dryer, dishwasher. No dishwater, washer/dryer yes. There’s one bathroom.

  • Fred Kelly said the septic tank is 1500 gallon tank.

  • Fred Kelly is concerned about all of the money that might be involved to make changes. Attorney Howard commented that DOH will review and provide either approval or conditions that need to be made.

  • George Weidler would like to have a bathroom for employees. Fred Kelly said he could fix one of the bathrooms for employee use.

  • Motion to send to CCPB was made by Craig Dombrowski, 2nd by Stephen Thibeault.

PB-206: Lot Line Adjustment –– Black Bridge, LLC

  • Bob Ihlenburg and Brian Jermanov presented a Lot Line Adjustment application to adjust property lines between parcels 182.-1-20, 182.-1-19, 182.00-1-18.220 and 182.-1-11.200 on Black Bridge Road between Black Bridge LLC and Samuel Sussman.

  • There’s 3 different lots that property will be taken from to add to Sussman’s lot.

  • The updated parcel will result in ~20 acres.

  • Robert Bellinger asked if board had any questions. No questions from the board.

  • Attorney Howard read through the SEAF part 2.
