Building Inspection Assistant

Position Summary
The Assistant Building Inspector performs construction and fire safety inspections and provides technical support to the Code Enforcement Officer in the administration of the New York State Uniform Fire Prevention and Building Code, Energy Conservation Construction Code, and applicable Town of Livingston Local Laws and Zoning Regulations.
The position is primarily inspection-oriented and assists with compliance verification, documentation, and customer service functions. Formal enforcement actions remain under the direction of the Code Enforcement Officer.
Essential Duties and Responsibilities
Duties include, but are not limited to, the following:
Conduct field inspections of residential and commercial construction projects to verify compliance with approved plans and applicable codes, including:
Foundations, framing, insulation, and structural elements
Mechanical, electrical, plumbing, and energy code components
Fire safety features and life-safety systems
Final inspections related to Certificates of Occupancy or Compliance
Perform routine and scheduled inspections under the direction of the Code Enforcement Officer
Assist with fire safety inspections of existing buildings and occupancies
Document inspection findings through written reports, photographs, and inspection software systems
Identify potential code deficiencies and report findings to the Code Enforcement Officer for review and determination of enforcement action
Assist with re-inspections to verify correction of previously identified issues
Provide general guidance to property owners, contractors, and applicants regarding inspection requirements and procedures
Maintain organized and accurate inspection records and files
Attend training, meetings, and continuing education programs as required
Perform related inspection and administrative duties as assigned
Knowledge, Skills, and Abilities
Working knowledge, or the ability to acquire working knowledge, of:
NYS Uniform Fire Prevention and Building Code
NYS Energy Conservation Construction Code
Construction methods and materials
Ability to read and interpret construction drawings, plans, and specifications
Ability to conduct inspections in a consistent, professional, and impartial manner
Ability to clearly document inspection observations
Strong interpersonal skills and ability to interact professionally with the public
Ability to work independently in the field while following established procedures
Basic computer and record-keeping skills
Minimum Qualifications
High school diploma or equivalent
Experience in construction, building trades, inspections, or a related technical field preferred
Valid New York State driver’s license
Ability to obtain required NYS code enforcement certifications within required timeframes
Certifications / Training
Must obtain applicable NYS Department of State code enforcement certifications as required by law or Town policy
Ongoing continuing education to maintain certifications
Physical and Environmental Requirements
Ability to work outdoors in varying weather conditions
Ability to safely navigate active construction sites
Ability to climb ladders, stairs, and scaffolding, and access confined or elevated spaces
Ability to lift and carry inspection tools and equipment
Supervision
Works under the supervision of the Code Enforcement Officer
Does not supervise other employees
